2009 Pay – Latest Offer to Staff in CLG HQ
- 2009 CLG HQ Non SCS Pay offer received.
- A summary of the offer is set out below.
- Ballot arrangements will be notified to members later this week.
Management has sent PCS a formal pay offer following the 2009 pay review.
We will notify members later this week of balloting arrangements but wished to get the offer out as quickly as we can. In the meantime the PCS CLG & GO Group Executive Committee will formally consider its recommendation to members in that ballot.
Outline of the offer:
The offer is made up of the following elements:
- A general award of just 1.7% (consolidated only up to maxima) for satisfactory performing staff.
- Limited improvement to progression arrangements for Bands 3-7 staff.
- For Pay Bands 6 and 7 (G7 and G6): a freeze on maxima; an increase to minima of 1.5% and smaller adjustments to milestones;
- For Pay Band 5 (SEO): a freeze on maxima; an increase to minima of 0.5% and smaller adjustments to milestones;
- For Pay Bands 3 and 4 (EO and HEO): a freeze on maxima, milestones and minima.
- For Pay Bands 1 and 2 (AA and AO): a 2.4% increase to the maxima, milestones and minima (these increases were agreed at the time of the 2008 pay review in order to avoid legal dispute at that point over Bands 1 and 2 pay). This aspect of the offer was implemented in September.
- A minimum underpin of just £400 where that figure is greater than the amount that would otherwise be delivered under the offer (very few staff will gain from this underpin).
- A freeze on all allowances.
- The offer does not include a performance related pay element. Once again the PMR out turn figures indicate significant differences in box markings by grade, ethnicity and other categories. The Department has hired Mott Macdonald to undertake a study of the 2008/2009 PMR performance markings and will make a decision on whether and how to make a PRP award following receipt of that report, consideration of its equality duties, and consultation with the trade unions. PCS suggested that under the circumstances a corporate award to all staff covered by the pay offer would be the least divisive and least risky way of addressing the equality issues. CLG (HQ) Pay Update
Key messages for you on pay
- Management has told an open HR staff meeting to expect pay awards to be paid with the December salaries.
- PCS is expecting a formal CLG HQ pay offer this week.
- A further bulletin will be issued to members if we do receive a formal offer and we will of course ballot members on the offer.
- Management has refused to negotiate increases to maxima for Bands 3 to 7.
